The board's role in financial control

The Board’s role in ensuring adequate financial controls are in place has never been more important to the NHS. This lively and informal session identified key issues board members must address to give assurance that financial stability will be maintained, risks will be identified and that policies and procedures promote good governance.
Financial jargon and understanding financial reports was covered in detail in practical workshop sessions and the event closed with ‘Ten Questions to ask your Director of Finance’.

Finance and Health Economics

A pleasurable day working on the Children and Young People’s Improving Access to Psychological Therapies Service (CYP IAPT) Leads Programme being delivered at Salford Cognitive Therapy Training Centre. It is part of The Children and Young People’s IAPT Project. The Children and Young people’s IAPT Project asked universities and teaching providers (HEIs) to link up with local CAMHS partnerships to come together to transform their local CAMHS. I was involved in submitting a successful bid for one partnership to transform services. It’s therefore a pleasure to follow up this work with being engaged to train service leads in business skills to transform their services.

The Green Book is HM Treasury guidance for Central Government, setting out a framework for the appraisal and evaluation of all policies, programmes and projects. It sets out the key stages in the development of a proposal from the articulation of the rationale for intervention and the setting of objectives, through to options appraisal and, eventually, implementation and evaluation. It describes how the economic, financial, social and environmental assessments of a proposal should be combined and aims to ensure consistency and transparency in the appraisal process throughout government.

The Green Book

The Magenta Book is HM Treasury guidance on evaluation for Central Government, but will also be useful for all policy makers, including in local government, charities and the voluntary sectors. It sets out the key issues to consider when designing and managing evaluations, and the presentation and interpretation of evaluation results. It describes why thinking about evaluation before and during the policy design phase can help to improve the quality of evaluation results without needing to hinder the policy process.

I’ve spent two decades doing finance training within the NHS and have developed a Seven Step Method for interpreting financial reports using seven questions, making three calculations and taking no more than 15 minutes. It works every time.

The Green Book is HM Treasury guidance for Central Government, setting out a framework for the appraisal and evaluation of all policies, programmes and projects. It sets out the key stages in the development of a proposal from the articulation of the rationale for intervention and the setting of objectives, through to options appraisal and, eventually, implementation and evaluation. It describes how the economic, financial, social and environmental assessments of a proposal should be combined and aims to ensure consistency and transparency in the appraisal process throughout government.

The Magenta Book is HM Treasury guidance on evaluation for Central Government, but will also be useful for all policy makers, including in local government, charities and the voluntary sectors. It sets out the key issues to consider when designing and managing evaluations, and the presentation and interpretation of evaluation results. It describes why thinking about evaluation before and during the policy design phase can help to improve the quality of evaluation results without needing to hinder the policy process.

The NHS Budget Holder’s Survival Guide one-day workshop is the essential practical introduction to the skills and knowledge managers and clinicians need to benefit their patients by successful use of their budgets. It covers all aspects of budgets and budgetary control in the NHS. It is designed for budget holders at all levels and for those who deputise for, or are likely to become budget holders in the future. No prior knowledge is assumed. Engaging practical exercises are backed-up by simple theory to ensure comprehensive coverage of all the basics. No unnecessary jargon is used.

Success in Children and Young People’s Psychological Therapies

Over the past three years I’ve been involved in many successful tenders for clinical services. I’ve written Pre-Qualification Questionnaires and completed Invitation to Participate in Dialogue and final Tender documentation. I’ve worked closely with clinicians and managers to challenge their service models and document organisational structures, service models and care pathways.

Most recently I’ve been working for NHS South Central, the University of Reading and Oxford Health NHS Foundation Trust on Improving Access to Psychological Therapies (IAPT) for Children and Young People. I’m delighted to say that our collaborative was one of only three in the country to be funded in phase one of the introduction of children’s IAPT.

The University of Reading and Oxford Health NHS FT have joined to be a collaborative for CAMHS IAPT (Child and Adolescent Mental Health Services Improving Access to Psychological Therapy). It will cover Oxfordshire, Buckinghamshire, Swindon, Wiltshire, Bath and North East Somerset, Bournemouth, Poole, Dorset and Gloucestershire.

The partnership is one of three areas in phase one of the children’s IAPT; the others are in London and Manchester.

The Children and Young People’s IAPT project is a new strand within the overall IAPT Programme. Its initial focus will be on anxiety and depressive disorders and conduct disorder for children under 18.

The funding will be used to train practitioners to use Cognitive Behavioural Therapy for anxiety and depression and implement a parenting programme for children with conduct disorder.

Care Services Minister Paul Burstow said: “We’re breaking new ground with this investment in children’s mental health. We’re working with young people and staff to start to change the way mental health is delivered by the NHS.

“Half of those with mental health problems first experience symptoms by the age of 14, and three quarters before their mid-20s. This pioneering work will focus on early and effective treatment. We know psychological therapies work. Our aim is to transform existing mental health services for children so our children get the best treatment possible, from services that are more responsive to their needs.”
